Question : Construction of Toilets by corporate Houses

(a) whether Public Sector Undertakings (PSUs) and corporate houses/private sector have committed to construct toilets under Swachh Bharat Mission (SBM);
(b) if so, the details thereof along with the investment made by private sector in this regard;
(c) the number of toilets constructed by corporate houses during each of the last three years and the current year, State/UTwise;
(d) the details of corporate houses which have not fulfilled their commitment in this regard and the steps taken by the Government to persuade them to fulfil their commitment; and
(e) the monitoring mechanism put in place by the Government under SBM?

(a) to (c) Under Swachh Bharat Mission (Gramin){SBM (G)}, Guidelines have been issued to facilitate the utilization of Corporate Social Responsibility (CSR) funds in rural sanitation activities. States can use these guidelines as a base to develop their own procedure to attract/receive and utilize CSR funds. Many Corporates have announced taking up works in rural sanitation, which they carry out in consultation with the State/district and local governments. Details are available at the decentralised levels. Swachh Bharat Kosh has been set up under the Ministry of Finance to attract contributions from Corporates and other entities towards achievement of Swachh Bharat. The contribution to Swachh Bharat Kosh by the companies has also been covered under CSR under the Companies Act.
(d) to (e) The SBM(G) is being implemented as a programme that seeks support from all stakeholders, including corporates. The contribution from Corporates is voluntary. In order to facilitate the contribution of Corporates, a ‘Corporate Facilitation Desk’ has been created in the Ministry. Detailed information to guide the Corporates on ways in which they can contribute to Swachh Bharat has been put up on the website of the Ministry.

The monitoring of SBM(G) is done through an online Integrated Management Information System (IMIS) that has data up to household level. Photographs of toilets constructed are also being captured as part of IMIS now. All this data is in public domain.
