Question : Hepatitis C

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the State-wise and District-wise number of different types of Hepatitis patients including Hepatitis-C is available with the Government and if so, the details thereof including Haryana;

(b) if not, the reasons therefor;

(c) whether the Government has sufficient stock of Hepatitis-C drugs in sync with the number of Hepatitis-C patients in the country including Haryana, if so, the details thereof;

(d) if not, the number of patients deprived of this facility; and

(e) whether the Government has any scheme at present or it proposes to make such a scheme in future for total prevention of Hepatitis-C and if so, the details thereof?

(a) to (e): Under the National Viral Hepatitis Surveillance Programme, the National Centre for Disease Control, Ministry of Health and Family Welfare undertakes surveillance activities for Viral Hepatitis in the country. Details of outbreaks reported under the Integrated Disease Surveillance Programme during the period 2014-2017(upto 2 July, 2017) in the States including Haryana is at Annexure-I. District wise details of patients are not compiled in the Ministry.

The State-wise cases & deaths due to Viral Hepatitis (all causes) reported in India during 2014-2017(upto April/ May, 2017) is at Annexure-II.

Health being a state subject, it is primarily the responsibility of States/UTs to ensure the availability of essential drugs including Hepatitis-C drugs in the States/UTs. Under the National Health Mission (NHM), financial and technical support is provided to the States/UTs for strengthening their healthcare delivery system including support for provision of essential drugs free of cost to those who access public health facilities under the NHM Free Drugs Service Initiative. All the States/UTs have reported that they have notified free drug policy in their respective States/UTs. A National Steering Committee on Viral Hepatitis has also been formed for prevention, care and treatment of viral Hepatitis.
