Question : Social Sector Schemes

(a) whether there has been a cut in the budget for social sector schemes in the financial year 2015-16 as compared to 2013-14 and 2014-15;
(b) if so, the details of allocations made for social sector during 2013-14, 2014-15 and 2015-16;
(c) the reason for the reduction in the social sector spending during the current financial year;
(d) whether the Government proposes to wind up some welfare schemes;
(e) if so, the details thereof, State-wise including Maharashtra; and
(f) whether the Government proposes to implement new development schemes, if so, the details thereof and the financial provision made in respect of such development schemes, State-wise including Maharashtra?

(b) No, Sir. Table showing allocation for social sector schemes is enclosed as Annexure ‘A’.

(e) No, Sir. However, consequent upon accepting the recommendations of 14th Finance Commission raising devolution of Central Taxes & Duties from 32% to 42%, Government has delinked eight programmes from support from the Centre (list enclosed as Annexure ‘B’). However, keeping in mind that some of the schemes represents national priorities, especially with regard to schemes meant for the poor and some of the schemes are legal obligations, Government has decided to continue its full support to 31 schemes (list enclosed as Annexure ‘C’) and support 24 schemes with changed sharing pattern (list enclosed as Annexure ‘D’).

(f) New development schemes in respect of various social sectors are implemented by various administrative Ministries/ Departments, making financial provision thereon, with the approval of the Parliament.
