(a) & (b): The Central Government does not procure levy sugar from the
sugar mills. The levy sugar is requisitioned from the sugar mills in exercise of the
powers conferred under Section 3(2) (f) of the Essential Commodities Act, 1955. The
levy sugar so requisitioned is allotted to State Governments/Food Corporation of India/
Union Territories as per the fixed levy quotas. Hence, there is no question of failure
of procurement of levy sugar from sugar mills in some states.
