KUNHALIKUTTY AND SHRI JYOTIRADITYA M. SCINDIA REGARDING
PERFORMANCE REVIEW OF CENTRAL UNIVERSITIES
(a) & (b): Yes Madam, Government has been monitoring performance of Central
Universities as per the MoU signed in accordance with Rule 229 (xi) of the General
Financial Rules, 2017.
Vice Chancellors of Central Universities under the Ministry of Human Resource
Development (MHRD) have submitted MoUs comprising, inter-alia, performance
parameters of current academic year and corresponding targets for the next
academic ear. This is mutually acceptable arrangement and not one way direction to
the Central Universities and is aimed at increasing accountability, transparency and
quality of education and consequently to improve the national and international
ranking of the Universities.
MHRD has recently reviewed half yearly performance of the Central Universities
based on the MoU parameters with respect to academic and research performance.
The main purpose of such a review was to improve the academic and research
standards of these Universities.
(c) & (d): The UGC (Mandatory Assessment and Accreditation of Higher Educational
Institutions) Regulation, 2012, inter-alia, requires every higher educational institution,
including Central Universities (CUs), to undergo the accreditation process from a
recognized accreditation agency in accordance with the procedure laid thereunder.
Accordingly, every Central University has to undergo accreditation by the National
Assessment and Accreditation Council (NAAC), Bangalore, which undertakes
accreditation on various quality parameters, including academic/ instructional and
infrastructural parameters. NAAC accreditation is valid for five years, after which, the
Central Universities have to again apply for.
The UGC has issued the (Promotion and Maintenance of Standards of Academic
Collaboration) Regulations 2012, which provide a framework for academic
collaboration between India and foreign higher educational institutions. To encourage
research and development in the country, UGC implements various schemes such as
Universities with Potential for Excellence (UPE), Colleges with Potential for
Excellence (CPE), Special Assistance Programme (SAP), Centres with Potential for
Excellence in a Particular Area (CPEPA) etc. The UGC has launched the scheme of
Faculty Recharge Programme wherein candidates are selected through global
advertisements. Under the CV Raman Postdoctoral Fellowships Scheme the young
faculties are attached to United States of America (USA) Universities to enable them
to work with USA Scientists in their respective area of specialization.
Government has launched various initiatives like Annual Refresher Programme in
Teaching (ARPIT), Impactful Policy Research in Social Sciences (IMPRESS),
Impacting Research Innovation and Technology (IMPRINT), Students Promoting
Awareness Of Research Knowledge (SPARK), etc.
