Question : SPV for Railway Projects

(a) whether a number of railway projects have been proposed by various States including Tamil Nadu to boost industrialisation and if so, the details thereof;

(b) whether the Government proposes to set up Special Purpose Vehicles (SPVs) in partnership with the State Governments for the above purpose;

(c) if so, the details thereof and the reaction of the State Governments thereto;

(d) whether these States including Tamil Nadu have indicated the railway projects priority for implementation through Special Purpose Vehicle; and

(e) if so, the details and the present status thereof along with the total funds required for these projects, project-wise?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO. 176 BY SHRI R. GOPALAKRISHNAN AND SHRI RAJESHBHAI CHUDASAMA TO BE ANSWERED IN LOK SABHA ON 09.03.2016 REGARDING SPV FOR RAILWAY PROJECTS.


(a) to (e): In order to meet the growing demand for new projects and also to expedite ongoing projects, Ministry of Railways have launched a scheme of project development, financing and monitoring through Joint Ventures/SPVs with State Governments. In this regard, Ministry of Railways has approached all State Governments to form Joint Venture Companies (JVCs) with Ministry of Railways to undertake mutually identified rail infrastructure projects for project development, financing and monitoring. This will, inter-alia, include surveys, preparation of Detailed Project Report (DPR) and getting requisite approvals, processing for sanctioning of identified projects and monitoring. 17 State Governments, viz., Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh & West Bengal have accorded ‘in principle’ approval to form such JVCs. MoU with six States have been signed in this regard. MoU with Government of Tamil Nadu has not been signed.

13 projects (12 New Line & one Doubling) including construction of new line from Morappur to Dharmapuri (36 Km) have been included in Railway Budget 2016-17 at an anticipated cost of `33,092 Crore subject to requisite approvals. These projects are proposed to be taken up through Joint Venture with State Government.

In anticipation of various State Governments coming forward to take up projects through Joint Venture, 30 projects (25 New Line, 2 Doubling & 3 Gauge Conversion) have been included in Capital Investment programme of 2016-17 incorporated as annexure to the ‘Pink Book’ of sanctioned works at an anticipated cost of ` 58,274 crores.
