Question : CRITERIA IN SETTING UP PETROL PUMPS

(a) whether the Government has fixed the norms/ criteria of distance in setting up of petrol pumps;

(b) if so, the details thereof along with number of petrol pumps sanctioned and opened at one particular place in some areas and the steps taken by the Government in view of the difficulties faced by drivers and their safety on account of this;

(c) whether any representations from members of Parliament/other organisations have been received by the Government in this regard and if so, the details thereof along with the follow-up action taken in this regard;

(d) whether the Government has issued any guidelines to petrol pump outlets to ensure basic amenities like drinking water, toilet etc., at the said outlets; and

(e) if so, the details thereof along with the steps taken by the Government to make it mandatory for providing the said amenities at retail outlets across the country?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI DHARMENDRA PRADHAN)

(a) to (c) : Oil Marketing Companies (OMCs) have informed that Retail Outlets (ROs) are set up by OMCs at identified locations including National Highways and State Highways based on site potential and feasibility studies.

For setting up ROs along National Highways, Ministry of Road Transport & Highways (MORTH) has issued guidelines pertaining to setting up of ROs. In other areas, ROs are set up based on Local State Norms.

No such representation has been received in Ministry of Petroleum & Natural Gas.

(d) & (e) : Ministry of Road Transport & Highways has issued guidelines on Norms for access for Fuel Stations, Service Stations and Rest area along National Highways.

Oil Marketing Companies (OMCs) have informed that there are Marketing Discipline Guidelines to regulate the marketing of petroleum products by the dealers of OMCs. It is mandatory on the part of RO dealers across the country to provide customer services and general amenities like Air facility, clear toilet, telephone and First Aid Box.
