Question : Empanelled Private Hospitals of ESIC

(a)whether the Ministry proposes to bring every district across the country under the purview of the Employees State Insurance Corporation (ESIC) and if so, whether there is a proposal to bring all the districts of Gujarat also under the purview of ESIC;
(b)whether there is any proposal to provide auto referral to empanelled private hospitals in case ESIC hospitals are not having the expertise to treat any disease and if so, the details thereof;
(c)whether the beneficiaries of ESIC are not being referred to any other hospital in the absence of necessary treatment in ESI hospitals, as a result the beneficiaries are unable to get treatment;
(d)whether the Government proposes to give the right to refer the patient to any other hospital/private hospitals in case the treatment is not available in ESI hospitals; and
(e)if so, the details thereof and if not, the reasons therefor?

(a): The Code on Social Security, 2020 has been passed by the Parliament which, inter-alia, envisages extension of benefits under Employees’ State Insurance to every district in the country. Till date, 595 districts have been covered, out of which 441 districts

are fully notified and in 154 districts, prominent industrial centres are notified. In the state of Gujarat, presently 19 districts are notified under the ESI Act which includes one fully notified district of Vadodara.
(b) to (e): ESI beneficiaries have access to cashless medical treatment, by a defined referral procedure, through the empanelled private hospitals in case the required treatment is not available in the ESI hospitals.
There is no proposal to provide auto-referral to ESI beneficiaries for treatment through empanelled private hospitals.
