Question : Youth Leaving Agriculture

(a) the steps/measures being taken by the Government to attract youth towards agriculture and other related industries and for the development of entrepreneurship;

(b) whether the Government has conducted any survey regarding the youth who have started new business thereby leaving agriculture and also have migrated to other regions for employment; and

(c) if so, the details of the youth who have left agriculture and migrated to other regions for employment during the last three years, State-wise including Uttarakhand?

(a)
I. Department of Agriculture & Farmers Welfare (DA&FW), Ministry of Agriculture & Farmers Welfare, Government of India, implements the following schemes/programmes to attract youth towards agriculture and other related industries and for the development of entrepreneurship:
i. Establishment of Agri-Clinics and Agri-Business Centres (AC&ABC)
ii. Skill training programmes (minimum 200 hours duration) for Rural Youth and Farmers including women farmers
iii. Skill Training of Rural Youth (STRY)
iv. Sub Mission on Agricultural Mechanization (SMAM)
v. Remunerative Approaches for Agriculture and Allied Sectors Rejuvenation (RKVY-RAFTAAR)
vi. Certified Farm Advisor/Certified Livestock Advisor programme
vii. Post Graduate Diploma in Management (Agri Business Management) [PGDM (ABM)]
viii. Venture Capital Assistance scheme through Small Farmers Agri-Business Consortium (SFAC).
ix. Financing facility under Agri Infrastructure Fund
x. New Farm laws viz, “The Farmers'' Produce Trade and Commerce (Promotion and Facilitation) Act, 2020”, “The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020” and “The Essential Commodities (Amendment) Act, 2020, to provide an ecosystem where the farmers can enjoy the freedom of choice relating to sale of farmers'' produce which facilitates remunerative prices to farmers through competitive alternative channels for selling their produce.

II. Department of Agricultural Research and Education (DARE) through Indian Council of Agricultural Research (ICAR) implements the following schemes/programmes to attract youth towards agriculture and other related industries and for the development of entrepreneurship:

i. Technology Assessment and Demonstration for its Application and Capacity Development through Krishi Vigyan Kendras (KVKs).
ii. Attracting and Retaining Youth in Agriculture (ARYA)

III. Ministry of Skill Development and Entrepreneurship takes special initiative for skill development among youth who want to pursue a career in the agriculture sector, though apprenticeship programmes, vocational training courses in schools and higher educational institutes. Various initiatives implemented through Agriculture Skill Council of India (ASCI), a subsidiary under Ministry of Skill Development and Entrepreneurship are furnished below:
i. Entrepreneurship training
ii. Apprenticeship programme
iii. Vocationalization of School Education
iv. Vocationalization of Higher Education (UGC affiliated Colleges)

(b) & (c) Ministry of Labour & Employment in technical collaboration with National Informatics Centre (NIC) is in the process of developing a registration module for creating a comprehensive National Database for Unorganized Workers (NDUW) for all Unorganized workers including Agriculture Workers.
