Question : Institutions of Eminence

(a) the criteria considered/adopted for granting the ‘Institutions of Eminence’ (IoE)
tag/status;
(b) whether the Government has received applications from several institutions for
creation of world level universities in the country and if so, the details of such
institutions which have submitted applications for this purpose along with the details of
institutions which have been granted IoE tag;
(c) whether certain institutes which are yet to be set up have been granted IoE
tag/status and if so, the details thereof including the names of such institutes along with
the reasons therefor;
(d) the names of applicants/institutes which had applied for IoE tag/status under Green
Field category; and
(e) the details of private and Government sector institutions which have been granted
the status of IoE as on date along with the conditions imposed thereunder?

PRASUN BANERJEE AND PROF. SAUGATA ROY REGARDING INSTITUTIONS OF
EMINENCE
(a): The Empowered Expert Committee (EEC) and the University Grants Commission
(UGC) considered and approved the Institutions for recognition as Institutions of
Eminence based on their detailed fifteen year strategic vision plan and a five year
rolling implementation plan viz. Academic Plan, Faculty Recruitment Plan, Students
Admission plan, Research Plan, Networking Plan, Infrastructure development Plan,
Finance Plan, Administrative Plan, Governance Plan, etc. with clear annual milestones
and action plans on how the Institutions of Eminence are to be set up, with identifiable
outputs and outcomes and their plan to meet the criteria for attaining the status of an
Institution of Eminence, as mentioned in their application and presentations made
before the EEC.
(b): As per the provisions of the UGC (Declaration of Government Educational
Institutions as Institutions of Eminence) Guidelines, 2017 and the UGC (Institutions of
Eminence Deemed to be Universities) Regulations, 2017, applications were invited by
UGC by its notification dated 13th September, 2017 from existing Government
Institutions and existing Private Institutions as well as from Sponsoring Organizations
which intend to set up new Institutions of Eminence Deemed to be University.
Accordingly, 114 applications – 74 from public sector and 40 from private sector,
including 11 applications in the Greenfield Sector have been received. The details of
these Institutions are at Annexure.
These applications had been entrusted to an Empowered Expert Committee
(EEC) constituted for this purpose. The EEC, after thorough examination of applications
and presentations made by the institutions, made its recommendations to UGC. The UGC
in its meeting held on 9th July, 2018 considered and approved the report of EEC and
recommended that the following 3 institutions from the public category for issuance of
Orders as Institutions of Eminence:
(i) Indian Institute of Science (IISc), Bangalore
(ii) Indian Institute of Technology (IIT), Delhi
(iii) Indian Institute of Technology (IIT), Bombay
In addition, the following three Institutions from private category have been
recommended for issuance of Letter of Intent:
(i) Birla Institute of Technology & Sciences (BITS), Pilani
(ii) Manipal Academy of Higher Education (MAHE), Manipal
(iii) Jio Institute under the Greenfield category. It will be set up of an Institutions
of Eminence Deemed to be University within three years of issuance of
‘Letter of Intent’.
(c): Letter of Intent has been issued to only one Institution namely Jio Institute under
Greenfield category for setting up ‘Institution of Eminence Deemed to be University’ in
the next three years. This Institution has been recommended and approved by EEC and
UGC based on its detailed fifteen year strategic vision plan and a five year rolling
implementation plan viz. Academic Plan, Faculty Recruitment Plan, Students Admission
plan, Research Plan, Networking Plan, Infrastructure development Plan, Finance Plan,
Administrative Plan, Governance Plan, etc. with clear annual milestones and action
plans on how the Institution of Eminence Deemed to be University is to be set up, with
identifiable outputs and outcomes and its plans to meet the criteria for attaining the
status of an Institution of Eminence Deemed to be University, as mentioned in its
application and presentations made before the EEC.
(d): 11 Institutions/Sponsoring Organizations had applied for Institutions of Eminence
Deemed to be Universities tag/status under Green Field category. The details of which
are as under:
(i) Acharya Institutes, Bangalore, Karnataka; (ii) DICE Knowledge Foundation,
Maharashtra; (iii) Indian Institute for Human Settlements (IIHS), Bangalore, Karnataka;
(iv) Indian School of Business, Hyderabad; (v) KREA University (IFMR), Chennai, Tamil
Nadu; (vi) Maharashtra Institute of Technology, Pune; (vii) Bharti (Satya Bharti
Foundation), Punjab; (viii) Indian Institute of Public Health, Gandhinagar, Gujarat; (ix)
Indus Tech University, Delhi; (x) Jio Institute (Reliance Foundation Institution of
Education & Research), Maharashtra; and (xi) Vedanta University, Odisha.
(e): The Central Government, after considering the report of EEC and the
recommendations of UGC and also after considering the fulfilment of various conditions
of the UGC Regulations, has issued Orders to 3 Public Institutions (IISc Bangalore, IIT
Delhi & IIT Bombay) to submit the draft Memorandum of Understanding (MoU) to be
signed with the Government. Further, Letters of Intent have been issued to 2 Private
Institutions namely Manipal Academy of Higher Education, Karnataka and Jio Institute
(Reliance Foundation Institution of Education & Research), Maharashtra with the
condition that they will submit a report to this Ministry indicating their readiness for
commencing the academic programmes under the Institutions of Eminence tag, within
three years of this Letter of Intent. However, the said report of readiness to be
submitted shall be subject to the verification and approval of the following conditions
by EEC & UGC:
i. The Institution shall have created a completely independent fund for the
Institutions of Eminence Deemed to be University.
ii. The Institution shall have a fully independent Governance structure from its
Sponsoring Organization.
iii. There shall be mechanism of funding through diversified portfolio by
engagement with alumni / donors or other sources in order to shift the burden
from students'' fees.
iv. There shall have a mechanism to provide the wherewithal for sustaining
research activities.
v. The faculty student ratio shall not be less than 1:20 (faculty has been defined in
the Regulations).
vi. The Institution shall have initial Corpus fund of Rs. 60 Crore.
vii. The members of the Sponsoring Organization shall have net worth of at least Rs
3000 Crore for existing Institution and Rs. 5000 Crore for Greenfield Institution.
viii. Action initiated by the Sponsoring Organization as per its detailed fifteen year
strategic vision plan and a five year rolling implementation plan with clear
annual milestones and action plans on how the proposed Institution of
Eminence Deemed to be University is to be set up with identifiable outputs and
outcomes and how it plans to meet the criteria for attaining the status of an
Institution of Eminence Deemed to be University as mentioned in its application
and presentations made before the EEC.
