Question : Implementation of GKRA

(a) whether the Government has launched the Garib Kalyan Rojgar Abhiyan (GKRA) in the country, if so, the details thereof alongwith the names of States and districts covered and the salient features including present status of the scheme;

(b) the details of funds allocated and released to various States under the Abhiyan;

(c) the details and percentage of employment achieved, amount of wages disbursed and the total structure built under the Abhiyan since its inception;

(d) the details of the criteria under which workers can be enrolled under the Abhiyan; and

(e) whether the Government is planning to extend the programme for more days, as the COVID-19 pandemic situation is still grim in the country and if so, the details thereof?

(a): The Garib Kalyan Rojgar Abhiyaan (GKRA) was launched on 20th June 2020 for a period of 125 days with a resource envelop of Rs.50,000 Crores to boost employment and livelihood opportunities for migrant workers returning to villages and similarly affected citizens in rural areas. The Abhiyaan adopted a multipronged strategy of providing immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works in 116 selected districts across 6 States namely Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India has participated in the Abhiyaan. The names of States and districts covered under Abhiyaan are at Annexure-I.

(b): The State-wise detail of expenditure incurred out of resource envelop of Rs.50,000 crore under the Abhiyaan is as below:

(c): Employment of 50.78 crore Persondays was generated during the Abhiyan. The details of works during the Abhiyan period are at Annexure-II.

(d): The Abhiyaan was for a period of 125 days from 20th June, 2020 and has being over on 22nd October, 2020. The intended beneficiaries of the Abhiyaan were returnee migrant workers and similarly affected citizens of rural areas of selected 116 districts of 6 States namely Bihar, Jharkhand, Odisha, Rajasthan, Madhya Pradesh and Uttar Pradesh. Every such beneficiary could avail the benefit of the Abhiyaan in 25 works of 12 participating Ministries/departments during the Abhiyaan period, as per conditions of the schemes included therein.

(e): No such proposal is under consideration.
