Question : SCHEME FOR PHYSICALLY CHALLENGED



(a) whether the Government proposes to introduce any scheme for developing sporting skills among physically challenged/Below Poverty Line/Scheduled Caste/Scheduled Tribe youths by adopting new technology so that they could compete at national and international level games;

(b) if so, the details thereof, scheme-wise and State-wise; and

(c) if not, the reasons therefor and the steps taken/proposed to be taken by the Government to promote the said youth in the field of sports?

(a)to(c):With the objective of broad basing sports among persons with disabilities, the Ministry of Youth Affairs & Sports has introduced a new scheme namely the scheme of Sports & Games for Persons with Disabilities in 2009-10 on a pilot basis which has following three components:

i) grant to schools/institutes for engagement of coaches on contract basis and procurement of sports equipment

ii) Community coaching

iii) Sports competitions at district, State and National level. Under the Scheme, a training programme for training of Master Trainers has been designed. Training to Master Trainers is imparted at Lakhmibai National University of Physical Education (LNUPE), Gwalior by resource persons and experts drawn from LNUPE, Sports Authority of India, Special Olympic Bharat and Al India Sports Council for Deaf. During 2010-11, 488 Master Trainers were imparted training. These Master Trainers imparted training to community coaches in their respective districts. Overall, 7592 community coaches were trained during 2010-11. These community coaches impart necessary sporting skills to persons with disabilities.

Primary responsibility for promotion and development of sports including developing sporting skills among sportspersons including those from below poverty line, Scheduled Tribes, Scheduled Castes and physically challenged category is that of respective National Sports Federations belonging to different sports disciplines. However, for supplementing their efforts, the Ministry provides assistance to National Sports Federations including Paralympic Committee of India, Special Olympic Bharat and All India Sports Council for Deaf from the Scheme of Assistance to National Sports Federations towards conduct of national championships, conduct of international tournaments in India, participation in international sports competitions abroad, conduct of coaching camps and procurement of sports equipments.
