Question : Plastic Industry

a) whether the Government has taken initiative to increase share of India in world trade of plastic;
b) if so, whether the Government has instituted any organisation for modern research and development of plastic industries;
c) if so, the details thereof;
d) whether the Government has increased the investment to create quality infrastructure of plastic industries;
e) if so, whether the Government proposes to set up plastic park during the current year across the country; and
f) if so, the details thereof, State/ UT-wise?

(a) Yes, Sir. The Government is organising and supporting various promotional events to increase the share of India in world trade of plastic. The Department of Chemicals & Petrochemicals, in association with Federation of Indian Chambers of Commerce and Industry (FICCI), organises Poly India. This biennial event attracts delegates and visitors from India as well as from all major petrochemical producing countries, thereby providing immense potential for enhanced trade and investment in a mutually beneficial way. These events, through showcasing the strengths of the Indian petrochemical industry, help in development, growth of this sector and acceleration of trade between India and other countries.

(b) & (c) Central Institute of Plastics Engineering & Technology (CIPET), under the administrative control of the Department, has established two exclusive Research & Development wings in the field of polymer, viz. ‘Advanced School for Technology & Product Simulation (ARSTPS)’ at Chennai, and ‘ Laboratory for Advanced Research in Polymeric Materials (LARPM)’ at Bhubaneswar.

(d), (e) & (f) Yes, Sir. Plastic Parks are being set up in the country in cluster development mode, with state of the art infrastructure, to consolidate the capacities of downstream plastic processing industry and also to increase the competitiveness and investment in the sector. Presently, Plastic Parks at Raisen District in Madhya Pradesh, Jagatsinghpur District in Odisha, and Tinsukia District in Assam are under implementation.

Keeping in view the demands received from various other States for setting up of Plastic Parks, the establishment of 10 Plastic parks (including current four Plastic Parks already approved) at a cost of Rs. 405 crore has been approved for implementation during 12th and 13th plan period. For setting up of these new plastic parks, the locations will be finalised after detailed consultations with the State Governments.
