Question : Multi-Modal Waterways Terminal

(a) whether the Multi-Modal Terminal (MMT) built on Ganga river at Sahibganj in Jharkhand is the second riverine MMT in the country and if so, the details thereof;
(b) the details of the freight and barrage traffic passing through this MMT;
(c) the details of works proposed to be undertaken in the Phase II of this project;
(d) whether the Government proposes to develop more inland waterways in Jharkhand and if so, the details thereof; and
(e) whether the Government has assessed/proposes to assess the viability of developing inland waterways on the Sone and Koel rivers flowing through Palamu and if so, the details and outcome thereof?

Statement referred to in reply to parts (a) to (e) of Lok Sabha Starred Question No.*198 for 10.12.2021 raised by Shri Vishnu Dayal Ram, Hon’ble M.P. on “Multi-Modal Waterways Terminal”

(a) & (c) Under the Jal Marg Vikas Project, two Multi-Modal Terminals (MMTs) have been completed on the River Ganga and Sahibganj Mutli-Modal Terminal is one of them. The details are at Annex.-I.

(b) The details of freight and barge traffic data passing through MMT Sahibganj are at Annex.-II.

(d) In addition to the existing NW-1 (The Ganga) in Jharkhand, 2 more NWs namely NW-56 (Kherkai river from confluence with Subarnarekha river at Jamshedpur to RCC bridge near Gangia village-22 km) and NW-96 (Subarnrekha river from Chandil Dam to confluence with Bay of Bengal-311 km out of which 149 km in Jharkhand) were declared vide the National Waterways Act, 2016. Based on the feasibility studies/ Detailed Project Report (DPR) of NW-56 and NW-96 have been found unviable for development for cargo/ passenger movement.

(e) Sone river from Ganga Confluence at Todarpur to Indrapuri Barrage Near Dehri (141 km) in Bihar has been declared NW-94 vide the National Waterways Act, 2016. As per feasibility study completed in September-2018, the stretch is viable for shipping and navigation. However, the stretch of Sone river flowing on the border of Jharkhand from Khokha to Dangwar is not declared as National Waterway and no assessment on its viability has been done.
Koel river of Jharkhand has not been declared as NW and therefore its viability has not been assessed by Inland Waterways Authority of India (IWAI).

Annex. - I
Details of works undertaken on MMT Sahibganj, Jharkhand

1 Phase-I of the Multi-Modal Terminal at Sahibganj In phase-I, a Multi-Modal Terminal at Sahibganj has been constructed at the cost of Rs. 280.90 crore. In phase-I all major works, including jetty work, Administrative, workers amenity and security buildings; electrical sub-station; storage shed; pump house; sewerage treatment plant, overhead tank; internal roads; underground reservoir and conveyor systems, Barge Loader have been completed. It also has provisions for road connectivity to NH-80. The capacity of the Sahibganj MMT is 3.03 MMTPA. The terminal is operational.

2 Phase-II of the multimodal terminal
In phase-II, expansion beyond the Phase-I infrastructure with on-shore civil constructions and rail connectivity is planned to achieve terminal capacity of 5.48 MMTPA.
