Question : Skill Development for Tribals

(a) whether the Government has prepared any plan for tribals in skill development and entrepreneurship;

(b) if so, the details thereof;

(c) whether the Government proposes to open branches of National Skill Development Council in tribal dominated districts in Madhya Pradesh; and

(d) if so, the details thereof?

Answer given by the minister

(a) & (b) Various initiatives are being taken to ameliorate the situation of unemployment among Scheduled Tribes (ST) population across the country. Ministry of Tribal Affairs under its Special Area Programme of Special Central Assistance to Tribal Sub-Plan (SCA to TSP) and other Central Sector / Centrally Sponsored schemes provides funds as an additive to the State Tribal Sub Plan (TSP) for economic development of tribals in the States covering skill development and employment-cum-income generation activities.

In addition, National Scheduled Tribes Finance and Development Corporation (NSTFDC) under the Ministry of Tribal Affairs promotes entrepreneurial development amongst Scheduled Tribes. This Corporation provides concessional financial assistance to individuals or groups of STs for undertaking self-employment income generation activities through its channelizing agencies.

(c) & (d) The Ministry of Skill Development & Entrepreneurship through National Skill Development Corporation (NSDC) implements Pradhan Mantri Kaushal Kendra (PMKK) Scheme for setting up of model skill centre in every district of the country including Madhya Pradesh. Under the scheme, it is proposed to establish PMKK in each of the 51 districts of the state of Madhya Pradesh.

As on date, 35 districts have been allocated to 4 training providers in Madhya Pradesh for setting up of PMKK. It is proposed to cover remaining 16 unallocated districts by the end of this financial year. Out of the 35 allocated districts, in 3 districts (Annupur, Shahdol and Ashok Nagar) PMKKs are ready and 13 districts locations have been identified and setting up of centres is in process. In the remaining 19 districts, locations for setting up of PMKKs are being identified by the training providers.
