Question : Sewage Treatment Plants

(a) the total number of sewage treatment plants to be constructed under the Ganga Action Plan and Yamuna Action Plan and the actual number of plants established so far, State-wise;
(b) whether the treatment capacity of the present treatment plants is sufficient;
(c) if so, the details of the total estimated sewage generated and treated per day in class I cities and class II towns in each State;
(d) the steps taken by the Government to upgrade/construct new treatment plants and the funds provided for the purpose; and
(e) the time by when the treatment plants are likely to be upgraded?

(a) Under Ganga Action Plan (GAP-I and GAP-II), Sewage Treatment Plants for a total treatment capacity of 1190.51 million litres per day (mld) were proposed to be created. Out of this, 1098.41 mldtreatment capacity has been created. Additionally, STPs for 1237 mldtreatment capacity have been sanctioned till date. Under Yamuna Action Plan (YAP-I & II) 189 mldtreatment capacity has been created and STPs of 328.20 mld treatment capacity were rehabilitated.
(b) No, Madam. The treatment capacity of the existing treatment plants is insufficient to treat the sewage generated.
(c) As per the “Performance Assessment: River Ganga” report (July 2013) of Central Pollution Control Board (CPCB), about 2723.3 million litres per day (mld) of sewage is generated from 36 Class I & 14 Class II towns along Ganga river. Against which Sewage treated is about 1208.8 mld.Approved/sanctioned projects under NGRBA which are at various stages of construction, bidding and recently commissioned (after July 2013) for 17 Class-I cities and 6 Class-II towns is 729.53 mld. The state-wise details are in Annexure.
(d) On 18th April, 2015, NMCG launched a partnership with all Urban Local Bodies (ULBs) on the banks of river Ganga to expedite the works related to pollution abatement in the river under the ‘NamamiGange’ Programme. Work has already been taken up in identified towns located along the main stem of river Ganga and the State Project Management Group (SPMG) of the respective states have been requested to take up Sewage Treatment Plants (STPs) on priority so that the sewage from these towns do not fall in to river Ganga. An expenditure of Rs 4168.55 Crores has been incurred under various schemes for pollution abatement in river Ganga and its tributaries like Yamuna, Gomti, Damodar, Mahananda, etc. An amount of Rs. 2750 crore is available under Namami Gange programme for FY 2015-16.
(e) Most of the treatment plants are expected to be operational by 2019.
