Question : Funds for National Literacy Mission

(a) the details of literacy rate in the country, gender-wise and State/UT-wise including Jharkhand
at present along with the funds sanctioned/spent and achievements made under the National
Literacy Mission during the last three years and the current year, State/UT-wise;
(b) whether the Government proposes to provide special assistance funds to the States which have
literacy rate below the national average and if so, the details thereof, State/UT-wise;
(c) whether the Government also considering to provide special assistance to the States which
have a literacy rate below the national average and if so, the details thereof;
(d) whether the Government has signed any agreement with Non Governmental Organisations
(NGOs) and other Countries to promote literacy in the country and if so, the details thereof; and
(e) the other steps taken/proposed to be taken by the Government for improving the standard of
literacy in all the States in the country including Jharkhand?

(a) A statement indicating State/UT and gender-wise literacy rate in the country including
Jharkhand, in the age group of 7 and above, as per Census 2011 is at Annexure-I. A statement
indicating the State/UT-wise central financial assistance provided under the scheme of Saakshar
Bharat during the last three years and the current year is at Annexure-II. A statement indicating
gender-wise and State/UT-wise learners declared successful in the biannual Basic Literacy
Assessment Test conducted by NIOS under Saakshar Bharat Programme during the last three
years is at Annexure-III. No biannual Basic Literacy Assessment Test has been conducted in the
current financial year i.e. 2018-19.
(b) to (d) No Madam.
(e) The scheme of Saakshar Bharat was implemented in the rural areas of 410 districts in 26
States and one UT that had adult female literacy rate of 50 per cent and below as per Census
2001, and including left wing extremism affected districts, irrespective of their literacy rates, with
special focus on women and other disadvantaged groups to improve the literacy rate in the
country, including the state of Rajasthan, since October 2009. The scheme was extended upto
31.03.2018 and ceased to operate from 01.04.2018. The scheme of Saakshar Bharat is proposed
to be replaced with a new scheme for Adult Education.
