Question : Annual Programme Implementation Plan


(a) whether payment of Rs.195.29 crore to Maharashtra Government is pending due to lack of grants for 2019-20 for the supply of nutritious diet under ICDS scheme and if so, the time by which it is likely to be released;
(b) the total amount lying pending with the Union Government from 2003 to 2021 in this regard, year-wise and the reasons therefor;
(c) whether there has been an increase in the number of beneficiaries due to COVID-19 pandemic and if so, the details thereof;
(d) whether the Union Government has released the required funds to Government of Maharashtra in accordance with its demand and if so, the details thereof and if not, the reasons, therefor, and
(e) whether the Maharashtra Government has sent any proposal to the Union Government for approval of revised Annual Programme Implementation Plan (APIP) and if so, the details thereof, and
(f) whether the Government has accorded approval to it and if so, the details thereof?

(a) : No amount is pending with Government of India under Supplementary Nutrition Programme (SNP) due to lack of grants.

(b) :No amount is pending with Govt of India. Unspent balances / excess expenditure incurred in a particular year is adjusted in the subsequent year.

(c) : As per data available upto September 2020, there appears to be an increase in the number of beneficiaries. During the Covid period, THR was delivered by AWWs at the doorstep of beneficiaries under Anganwadi Services.

(d) to (f) : Funds are allocated and released as per Annual Programme Implementation Plan (APIP) prepared by the States. Based on the revised demand from Government of Maharashtra, funds under SNP were released for the year 2019-20.
