Question : BPL Survey

(a) whether the work on Below Poverty Line (BPL) survey has been completed;

(b) if so, the details thereof along with the salient features of the outcome of the said survey;

(c) if not, the reasons therefor; and

(d) the reaction of the Government thereto?

(a) to (d) : The Socio Economic Caste Census 2011 has been concluded on 31.03.2016. The data allows ranking of households on various parameters. Out of 17.97 crore rural households, 7.07 crore (39.34%) of households reported on 13 “Automatic Exclusion” parameters for identifying not poor households. 0.16 crore (0.89%) households reported on 5 parameters of “Automatic Inclusion” used in SECC 2011 for identifying poorest of the poor. The rest of the households (10.74 crores) were considered on 7 deprivation parameters on which 8.70 crore households (48.41%) reported deprivation.

Government of India is using SECC data for generating priority list of beneficiaries for its development programmes including Pradhan Mantri Awas Yojana – Gramin, Prime Minister Ujjwala Yojana and Deen Dayal Antyodaya Yojana – National Rural Livelihood Mission.
