(a) whether the Government have received any requests from different States seeking central assistance for promotion of Youth Affairs and Sports during each of the last three years and the current year;

(b) if so, the details thereof alongwith the funds made available to each State under centrally sponsored schemes during the said period, year-wise and State-wise; and

(c) the details of funds utilized by each State out of the total allocation made during the said period under each scheme?

STATEMENT REFERRED TO IN REPLY TO PARTS (a), (b) & (c) OF LOK SABHA STARRED QUESTION NO.18 FOR 24.07.2000 REGARDING FUNDS FOR PROMOTION OF YOUTH AFFAIRS AND SPORTS BY S/SHRI MOHD. SHAHABUDDIN & T. GOVINDAN.

(a) & (b) : The Ministry of Youth Affairs & Sports implements two Centrally Sponsored Schemes viz. National Service Scheme and Scheme of Grants for Creation of Sports Infrastructure. In the case of National Service Scheme, Central Government releases grants to State Governments / Union Territories in the ratio of 7:5 except in the case of Jammu & Kashmir & Union Territories without Legislatures. In the latter case, the entire expenditure is met by the Central Government. The grants under this Scheme are given on the basis of enrolment of NSS Volunteers.

In the case of Scheme of Grants for Creation of Sports Infrastructure, financial assistance is rendered to the State Governments / Union Territories in the ratio of 50:50 except in the case of Special Category States (10 in number – 7 North Eastern States plus Sikkim, Himachal Pradesh and Jammu & Kashmir). Special Category States are given assistance in the ratio of 75:25.

The details of grants made available during the last three financial years and the current year, State-wise, year-wise and Scheme-wise are given in Annexures I and II respectively.

(c) : Since the grants are released to the State Governments, the accounts of which are audited by the respective Accountant General’s Offices, the utilization certificates from the State Government are normally received as soon as these accounts are audited. However, there is often a time-lag between the release of funds and the submission of utilisation certificates by the States / UTs.
