Question : Street Lighting for Gram Panchayats

(a) whether the Government provides funds for street lighting to Gram Panchayats;

(b) if so, the details thereof, State-wise including Haryana during the last three years and the current year;

(c) whether the Government has fixed any time limit to provide street lights in all the villages of the country and if so, the details thereof; and

(d) the total number of Gram Panchayats where street light facility have been provided in the country, State-wise including Haryana?

(a) & (b) Under the Fourteenth Finance Commission (FFC) award for the period of 2015-20, grants to the tune of Rs. 2,00,292.20 crore have been allocated to Gram Panchayats (GPs) constituted under Part IX of the Constitution in 26 States including Haryana. The grant is provided to GPs for delivering basic services including street-lighting. State wise status of allocation and release of FFC grant for the last three years and the current year is given at Annexure-I.

(c) No, Sir. The GPs incur expenditure on basic services including street lighting as per their approved Gram Panchayat Development Plan (GPDP) based on local felt needs and priorities.

(d) State-wise details of geo-tagged assets related to basic services including street lights created out of Fourteenth Finance Commission Grants in the gram panchayats of the country including Haryana is given at Annexure-II.
