Question : Storage Space

(a) the production, procurement and demand of foodgrains under various welfare schemes along with the total open and covered storage capacity available with the Government across the country and the amount spent on the storage of foodgrains as on date, State/UT-wise;
(b) whether the said storage capacity is being utilized optimally, if so, the details thereof and if not, the reasons therefor;
(c) whether the High Level Committee/task force on safe storage and creation of storage space has submitted its report, if so, the details thereof indicating the recommendations received and the action taken thereon;
(d) whether the Government is examining the foodgrain storage models in other countries including China for improving the system in the country, if so, the details and the outcome thereof;
(e) whether the Government provides subsidy for creation of storage capacity in rural areas, if so, the details thereof; and

(a): The details of production and procurement of Rice and Wheat during the last two years and the current year is enclosed as Annexure- I & II respectively.
The requirement of foodgrains under Targeted Public Distribution System (TDPS) and other welfare schemes is estimated at 614.3 lakh million tonnes ( LMT). The allotment and offtake of wheat and rice from Central Pool under various schemes of Government of India during 2012-13 to 2015-16 (Offtake upto October 2015) is enclosed as Annexure- III
As on 31.10.2015, storage capacity of 806.46 Lakh MT is available with FCI and State agencies. State-wise details are at Annexure-IV.
The amount spent on the storage of foodgrains during the last three years and the current year is as under:-

Storage cost includes rent paid for hired godowns and expenditure including depreciation for maintenance of owned godowns. Rent received on let out godowns has been reduced.
(b): The utilization of covered storage capacity available with FCI is 75 % during the month of October, 2015. FCI deals with seasonal commodities like wheat, paddy, rice and the utilization of storage capacity is maximum during peak season procurement for these commodities. In the months of April to June, wheat is procured in the States of Punjab, Haryana, M.P. and U.P. which is dispatched to the consuming States throughout the year. Therefore, the capacity utilization is high during the procurement season but declines subsequently to create space for arrivals of rice which begins from November onwards.

(c): No such High Level Committee (HLC)/task force was constituted on safe storage and creation of storage space.
(d): No, Madam.
(e): Yes, Madam. In order to provide the storage facility to farmers in the rural areas, the Government of India, through Ministry of Agriculture and Farmers Welfare, is implementing a capital investment subsidy scheme Agricultural Marketing Infrastructure (AMI), which is a sub scheme of Integrated Scheme for Agricultural Marketing (ISAM) for construction of scientific storage structures. Subsidy upto 33.33% of the capital cost is extended to eligible promoters for construction of such storage capacity.
The Scheme has been temporarily stopped since 05.08.2014 for promoters of General Category due to exhaustion of funds. However, as the funds are available for Scheduled Caste/Scheduled Tribe (SC/ST) and NER categories, the Scheme continues to be implemented for such promoters.
The capacity added during the last two years is as below.
(f): FCI sells Surplus foodgrains available above stocking norm trough e- auction under OMSS(D)
In addition, Government of India has made following adhoc additional allocations to States/UTs to meet out their additional requirement as well as to release surplus stock of foodgrains held in the Central Pool, during 2015-16 till date:-
