(a) whether there are reports that unauthorized construction activities are
taking place in various parts of the NCT of Delhi in connivance with the builders and officials;
(b) if so, whether the Government is contemplating to conduct investigation in this regard;
(c) if so, the time by which such investigation is likely to be conducted; and
(d) the effective steps taken to stop such activities in future?

(a) to (c): The New Delhi Municipal Council(NDMC) has informed that no unauthorised construction activity has been reported in the area under its jurisdiction. However, as and when any unauthorised construction is noticed, the action is taken as per the extant rules. Besides this, the officials of Enforcement Department also keep vigilance over construction activities in NDMC area.

The Delhi Cantonment Board has informed that it takes action on all unauthorised construction timely under the provisions of Cantonments Act, 2006 and Public Property Eviction Act, 1971.
The Directorate of Local Bodies(the nodal department for all the three Delhi Municipal Corporations) has informed that the Vigilance Department in each of the Delhi Municipal Corporation i.e. North, South and East has been established to deal with the complaints against delinquent officials/officers. During the preliminary investigation/inquiry of the complaints regarding illegal construction, if officials are found guilty then regular departmental action is initiated against them as per the extant rules.
(d): The Directorate of Local Bodies has informed that as and when any illegal construction is noticed in the area, necessary action against the same is taken by the Building Department of the concerned Municipal Corporations in respective zone as per the various provisions of the Delhi Municipal Corporation Act, 1957.

The Mobile App “NDMC 311” has been launched by New Delhi Municipal Council (NDMC) for the public to register any complaint, which is automatically referred to the concerned official. The action taken report is also monitored by the concerned officer as well as by the complainant.
