Question : Cities under AMRUT

(a) the towns identified in Chhattisgarh under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) since the commencement of this scheme till date;

(b) the criteria for selection of towns under the said scheme including the status of implementation of AMRUT-1.0 projects in Chhattisgarh;

(c) the details of the funds allocated for and spent under the scheme in Chhattisgarh during the last three years and the current financial year, year-wise;

(d) whether the said scheme is lagging behind its stipulated timeline; and

(e) if so, the reasons therefor?

(a): Nine cities/ towns of Chhattisgarh viz. Ambikapur, Bhilai Nagar, Bilaspur, Durg, Jagdalpur, Korba, Raigarh, Raipur and Rajnandgaon have been selected under Atal Mission for Rejuvenation and Urban Transformation (AMRUT).

(b): Cities/ Towns have been selected under AMRUT across the country on the basis of following criteria:
• All capital cities/towns of States/Union Territories (UTs)
• All cities and towns with a population of over one lakh with notified Municipalities, including civilian areas in Cantonment Boards
• All cities/towns classified as Heritage Cities under the Heritage City Development and Augmentation Yojana (HRIDAY)
• Thirteen cities and towns on the stem of the main rivers with a population above 75,000 and less than 1 lakh, and
• Ten cities from Hill States, islands and tourist destinations (not more than one from each State).
For the State of Chhattisgarh, State Annual Action Plans (SAAPs) amounting to ?2,192.76 crore, including committed Central Assistance of ?1,009.74 crore have been approved under AMRUT. The State of Chhattisgarh has, however, taken up 293 projects amounting to ?2,269.50 crore, which is in excess of the approved SAAPs. The entire additional cost of the projects will be borne by the State.
Of these 293 projects taken up by the State Government in the sectors of Water Supply (70 projects), Sewerage & Septage Management (29 projects) and development of Green Spaces/Parks (194 projects), works have been completed for 250 projects costing ?841.80 crore, while 43 projects costing ?1,427.70 crore have been grounded and are at various stages of implementation.

(c): Year-wise details of Central funds released under various components of AMRUT during the last three financial years and the current financial year to the State of Chhattisgarh and Utilization Certificates (UCs) received so far is as under:

(d) & (e): AMRUT scheme was initially launched for a period of 05 years i.e. Financial Year 2015-16 to 2019-20. However, implementation of some projects taken up under AMRUT by States/ UTs have got delayed due to various reasons, such as land disputes, natural calamities, delay in obtaining clearances/permissions from other departments and disruptions/ lockdowns caused by the COVID-19 pandemic etc. Subsequently, AMRUT was subsumed under Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) launched on 01 October, 2021 and accordingly, all ongoing and eligible projects of AMRUT shall receive Central funding till 31 March, 2023.
