Question : IRREGULARITIES IN THE DISBURSEMENT OF SCHOLARSHIP



(a) whether there have been irregularities in the disbursement of scholarship to students belonging to other backward classes in various States;

(b) if so, whether scholarships have not been distributed to such students in Uttar Pradesh;

(c) if so, the details thereof and the reasons therefor;

(d) whether any action has been taken against the erring officials responsible for the said irregularities; and

(e) if not, the reasons therefor?

(a) to (e): Due to limited budgetary allocation under the Schemes of Pre-matric and Post-matric Scholarship for OBC students, a Notional Allocation (NA) under these Schemes is being conveyed to State Governments since 2008-09 at the very beginning of the financial year. They are expected to limit their proposals for central assistance within their notional allocation. This, however, does not prevent State Governments/Union Territory Administrations to meet any additional demand from their own resources. While conveying revision of the Post Matric Scholarship Scheme for OBC students, w.e.f. 1st July, 2011, to States, they have been expressly informed that the Scheme will be a “funds-limited” one, and any additional financial requirement beyond the notional allocation conveyed under it will have to be borne by the State Government.

It is however, a fact that some States, including Uttar Pradesh, have been demanding central assistance under the above Schemes, much in excess of their notional allocation, and it has not been possible to meet such demands.
