Question : Development of NSG Hubs

(a) whether the Government has any plans for the development of NSG hubs at Chennai, Kolkata, Hyderabad and Mumbai and to empower the NSG;

(b) if so, the details thereof and the funds allocated for the same during the last three years;

(c) the various measures taken by the Government to deal with the menace of extremism and terrorism and to strengthen and re-organize Multi-Agency Centre to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence and security
agencies; and

(d) the steps taken by the Union Government to share the intelligence inputs from IB and RAW to various State Governments to curb terrorism and extremism?

(a) to (b): The four Regional Hubs of NSG at Hyderabad, Kolkata, Mumbai and Chennai were established in 2009. In March 2014, Government decided to reinforce these hubs by sanctioning an additional strength of 219 personnel to each hub. For development of the operational, training,

office and residential infrastructure, Government has issued necessary sanctions. Further, one additional Regional Hub of NSG at Gandhinagar (Gujarat) has been sanctioned by the Government on 09.3.2016. The details of Hub-wise allocation of fundsfor the last three years are indicated below:-

(c) to (d): An effective and robust intelligence sharing mechanism and coordination amongst intelligence agencies at the Centre and the State level has been developed. The intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular and near real time basis. The Multi Agency Centre (MAC) at the central level has been developed as an effective intelligence sharing mechanism and re-organised to enable it to function on a 24 X 7 basis for real time collection and sharing of intelligence with other intelligence/security agencies, including the state agencies.
