(a): The State/UT-wise details of projects being implemented through various Voluntary Organizations (VOs)/Non-Governmental Organizations (NGOs), under the following schemes of the Ministry for the welfare of STs along with details of grants in aid sanctioned during the last three years are as per Annexure: -
(i) Grants in aid to Voluntary Organisations working for the welfare of Scheduled Tribes
(ii) Strengthening Education among Scheduled Tribe Girls in Low Literacy Districts
(iii) Vocational Training in Tribal Areas
(iv) Development of Particularly Vulnerable Tribal Groups (PTVGs)
(b) & (c): An Independent Monitoring Agency(IMA) was engaged for monitoring performance of NGO run projects funded by the Ministry in 26 States/UTs. The IMA monitored a total number of 529 projects over a period of three years (2010 to 2013) and its findings have been shared with the concerned States/UTs for rectification/appropriate action. In addition such projects are inspected annually by district authorities and officers from the Ministry are also deputed for inspection of projects wherever necessary.
(d)&(e): Funds are sanctioned to NGOs for running the projects under the schemes for welfare of STs on the basis of recommendations from State Governments, inspection reports from district authorities regarding satisfactory functioning of projects and fulfilment of provisions of General Financial Rules and scheme guidelines. During inspectioncarried by the Ministry/ State Government is has been found that the following projects approved by the Ministry are not functioning during the year 2015-16, and hencethe projects have not been fundedduring the year 2015-16:
i) Bharat SevashramSangha (Jamshedpur Branch), Jharkhand-

a) Handloom/Weaving Training Centre, Tatiba.
b) Cap Making Training (Grass & Leaf) Centre, Makula/ Bhangot
c) Handloom/Weaving Training Centre, Makula
ii) Bapuji Integrated Rural Development Society, Gaddamanugu, Krishna Distt, Andhra Pradesh
