Question : Admission of Disabled Students

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government is considering any kind of amendment in present policy for admission of differently abled students in medical colleges and if so, the details thereof;

(b) whether the Government has permitted the students affected with 21 types of disabilities to appear in NEET Exam, but the level of such disability is yet to be decided;

(c) if so, the details thereof; and

(d) whether the Government proposes to specify the level of disability in the aforesaid types of disabilities and if so, the details thereof and if not, the reasons therefor?

(a) to (d): The Rights of Persons with Disability Act, 2016 prescribes 21 categories of persons with disability. This Ministry has requested Medical Council of India (MCI) to define the upper limit of the disabilities for considering a candidate with benchmark disability eligible to pursue medical courses. For the purpose, MCI constituted a Committee consisting of experts from related fields. The Committee in its report specified the upper limit of the disabilities upto which persons with benchmark disabilities can be considered eligible to pursue medical courses. The admission process for the academic year 2018-19 is being carried out as per the Guidelines/Report for admissions of persons with specified disabilities issued by Medical Council of India.
