Question : INCLUSION OF SUPER PHOSPHATE IN CONTROLLED PRICE MECHANISM



(a) whether the prices of super-phosphate have risen due to decontrolling the retail prices of single super-phosphate as a result of which consumption is being badly hit;

(b) if so, whether the Government proposes to include super-phosphate in the controlled price mechanism based on the subsidy price mechanism;

(c) if so, the time by which the decision is likely to be taken in this regard; and

(d) if not, the reasons therefor?

(a) : Department of Fertilizers introduced revised policy for ad-hoc concession for Single Super Phosphate (SSP) with effect from 1.10.2009, whereby the MRP of the SSP was left open to be fixed by the manufacturers themselves. It was observed that the MRP of the SSP after 1.10.2009 was higher than that of the MRP prior to 1.10.2009. Now, the Government has introduced Nutrient Based Subsidy Policy in respect of Phosphatic & Potassic fertilizers with effect from 1.4.2010. It will include SSP also. The Nutrient Based Subsidy Policy for SSP is expected to enhance the capacity utilization of the installed capacity in the country. Accordingly, the MRP of the SSP is also expected to be lesser than that prevailing prior to 1.4.2010.
