(a) to (c) A Scheme called “Khelo India – National Programme for Development of Sports” is being implemented by this Ministry as a Central Sector Scheme from the current financial year 2016-17.The Scheme,
inter-alia, provides for creation of sports infrastructure, namely, Synthetic Athletic Track, Synthetic Hockey Field, Synthetic Turf Football Ground, Multipurpose hall, Swimming pool and construction of stadia complex.
School, Colleges and Universities under Central/State Governments are entities eligible to receive assistance for creation of sports infrastructure under this scheme
The scheme is demand-driven. Proposals, as and when received from States, if complete in all respects and found feasible are being considered subject to availability of funds under the Scheme. However, construction of Stadia Complex will be decided by this Ministry after taking into account the various facilities available in a State and availability of funds under the scheme.
(d) This Ministry, through Sports Authority of India (SAI) proposes to setup 13 National Sports Academies (NSAs), out of which SAI has established 05 such Academies during 2015-16 in the discipline of Athletics at Thiruvananthapuram and Bhopal, Cycling at Indira Gandhi Stadium, New Delhi, Swimming at Dr. Shyama Prasad Mukherjee Swimming Pool Complex(SPMPC), New Delhi and Golf at Thiruvananthapuram. 02 more National Academies in the discipline of Hockey and Boxing are being established at New Delhi and Rohtak, Haryana.
(e) Sports is a State subject and, therefore, promotion of Sports is primarily the responsibility of the State Government. The Central Government complements/supplements the efforts of the State Governments. This Ministry does not have any Scheme under which financial assistance can be provided for the development of sports academies which are being run by the State Governments.
