Question : Maternity Benefit Programme

(a) the number of child births and the number of children died during delivery during the last three years, State/UT and gender-wise;
(b) whether Government has implemented any Maternity Benefit Programme for providing payment of ? 6000 to Pregnant Women and Lactating Mothers, if so, the salient features thereof including cost sharing pattern of the programme and funds required for the purpose;
(c) the funds allocated/released and utilised during each of the last three years and the current year;
(d) the number of beneficiaries under the programme since its inception, State/UT and year-wise; and
(e) the monitoring mechanism put in place by the Government to ensure that the benefits of the programme reach the beneficiaries in a timely manner?

Statement referred to in reply to part (a) to (e) of the Lok Sabha Starred Question No. 297 for answer on 04.08.2017 raised by Shri Md. Badaruddoza Khan and Shri Vishnu Dayal Ram regarding Maternity Benefit Programme


(a): As per the National Health Management System (HMIS), the number of live births and number of still births during the last three years are at Annexure-I and Annexure-II respectively. Gender-wise disaggregated data is not collected at national level.

(b): The Government of India has approved Pan-India implementation of Pradhan Mantri Matru Vandana Yojana (PMMVY) with effect from 01.01.2017. PMMVY envisages payment of maternity benefits of ? 5,000/- in beneficiary’s bank/post office account in three instalments at the stage of early registration of pregnancy, after six months of pregnancy with at least one antenatal check-up and registration of child birth & completion of first cycle of immunisation of the child. The eligible beneficiary is to receive the remaining cash incentive as per approved norms towards Maternity Benefit under Janani Suraksha Yojana (JSY) after institutional delivery so that on an average, a woman gets ? 6000/-. The salient features of the PMMVY is at Annexure-III.

The PMMVY is Centrally Sponsored Scheme under which the cost sharing ratio between the Centre and the States & UTs with Legislature is 60:40, for eight North-Eastern States & three Himalayan States, it is 90:10 and 100% Central assistance for Union Territories without Legislature.

(c): Prior to introduction of PMMVY, the Ministry of Women and Child Development was implementing a Maternity Benefit Programme (erstwhile Indira Gandhi Matritva Sahyog Yojana) for pregnant women and lactating mothers on pilot basis in 53 selected districts across the country. The State/UT-wise and year-wise details of funds released and utilisation reported under the programme during the last three years is at Annexure-IV. So far, no fund has been released under the PMMVY during the current financial year of 2017-18.

(d): The number of beneficiaries covered under the programme since its inception during the year 2010-11 is at Annexure-V.

(e): Under PMMVY all the payments to beneficiaries are to be made to the Bank/Post Office account of the beneficiary in the Direct Benefit Transfer (DBT) mode which will be recorded on Central Management Information System (MIS) and monitored at various levels. Beside this the Committees at Village, Block, District, State/UT and National level will regularly monitor the scene.
