a):The Ministry of Tribal Affairs ensures empowerment of tribal people, including tribal women, through its various policies, plans, schemes and programmes. The Ministry provides for a separate women component under Special Central Assistance to Tribal Sub Plan and programmes undertaken out of Grants under Article 275 (1) of the Constitution, besides implementing an exclusive Central Sector Scheme of Strengthening Education among Scheduled Tribe Girls in Low Literacy Districts, for educational upliftment of ST girls. Under this scheme, 100% central assistance is provided to NGOs and autonomous society/institution of State Government. The scheme aims to bridge the gap in literacy levels between general female population and tribal women, through facilitating 100% enrolment of tribal girls in identified Districts or Blocks and reducing drop-outs at the elementary level by creating the required ambience for education.
The National Scheduled Tribe Finance and Development Corporation (NSTFDC) implements schemes for self-employment of scheduled tribes by providing financial assistance at concessional rates of interest. This corporation also implements Adivasi Mahila Sashaktikaran Yojana (AMSY), an exclusive scheme for the ST women since April, 2002. Under the scheme, financial assistance is provided up to 90% of schemes costing Rs. 1,00,000 at concessional rate of interest of 4% p.a. In addition to AMSY scheme, ST women are eligible to seek financial assistance under Term Loan, Micro Credit and Adivasi Shiksha Rrinn Yojana schemes of NSTFDC.
b): The State-wise details of funds released during the last three years and current financial year under the Central Sector Scheme are at Annex-I (a). State-wise details of funds released under AMSY scheme, number of ST Women assisted and funds utilized by the channelizing agencies during the last three years and current financial year 2014-15 (up to 31.10.2014) are provided at Annex-I (b).
c): 52,367 ST girls have benefitted under the Central Sector Scheme and 43,127 ST women have benefited under AMSY during the last three years. Details of ST girls benefitting under the Central Sector scheme for the said period, State-wise is at Annex-II.
