Question : Deemed Universities

(a) whether the Government is aware that deemed universities are not complying with the reservation policy;
(b) if so, the details thereof and the reasons therefor;
(c) the reaction of the Government thereto; and
(d) the corrective steps taken by the Government in this regard?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. *270 FOR 06.08.2018 ASKED BY HON’BLE MEMBERS OF PARLIAMENT SHRI LAXMI NARAYAN YADAV AND SHRI HARISHCHANDRA CHAVAN REGARDING DEEMED UNIVERSITIES

(a) to (d): No complaints have been received in the Ministry regarding non-compliance of reservation policy in Institutions Deemed to be Universities. Institutions Deemed to be Universities are regulated by University Grants Commission (UGC) as per provisions of the UGC (Institutions Deemed to be Universities) Regulations, 2016. Clause 17.0 of these Regulations provides as under:-

“The Institution Deemed to be University shall implement the reservation policy in admissions and recruitment, in accordance with any Act of Parliament for the time being in force.”

The Central Educational Institutions (Reservations in Admission) Act, 2006 was passed by the Parliament to provide for reservation in admission of the students belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes, to certain Central Educational Institutions established, maintained or aided by the Central Government. As such, all Institutions Deemed to be Universities, which are maintained by or receive aid from the Central Government, provide reservation in admission of students.
