Question : Monitoring of Literacy Programmes

(a) whether the Government is running literacy programmes in the country including Jharkhand;
(b) if so, whether the monitoring system of these programmes is working properly and if so, the details thereof;
(c) whether the Government has recently made any assessment/investigation in every State in this regard; and
(d) if so, the outcome thereof, State-wise?

(a) Saakshar Bharat, a Centrally Sponsored Scheme for Adult Education and Skill Development, is being implemented since October, 2009 in the rural areas of 410 districts in 26 States including Jharkhand and one Union Territory (UT).
(b) The Scheme is regularly monitored at national, state and district levels. At national level, implementation of the Scheme is reviewed through various meetings with Education Ministers, Education Secretaries and State Literacy Mission Authorities of the concerned States.
(c)&(d) The progress of the Programme was recently reviewed in a meeting held on 09.06.2015 with State Literacy Mission Authorities. It was observed that the States of Tripura, Manipur and Tamil Nadu have exhibited excellent performance whereas, the progress achieved by Punjab, Jammu & Kashmir, Madhya Pradesh, Maharashtra, Jharkhand, Odisha, Meghalaya, Haryana, Uttar Pradesh and Assam required improvement.
