Question : IMPLEMENTATION OF IAY



(a) the criteria being followed for selecting the families for allotment of Houses under Indira Awaas Yojana (IAY);

(b) whether inspite of `Indira Awaas Yojana` being a complete Central Government Scheme, the MPs do not have any role to play in the selection process and thus missing an important and vital first hand feed back about the implementation of IAY; and

(c) if so, the efforts being made to ensure that involvement of the MPs is made mandatory on lines of Employment Assurance Scheme in all the decisions relating to Indira Awaas Yojana?

(a) to (c): The Indira Awaas Yojana (IAY) Guidelines stipulate that, on the basis of allocations made and targets fixed, the District Rural Development Agencies (DRDAs)/Zilla Parishads, would determine the number of houses to be constructed, Panchayat-wise, under the IAY during a particular financial year and that the same shall be intimated to the Gram Panchayat. Thereafter, the Gram Sabha is to select the beneficiaries from the list of eligible households, according to IAY Guidelines and as per priorities fixed, restricting this number to the target allotted. While approval of the Panchayat Samiti is not required, they have to be sent a list of the selected beneficiaries.

Members of Parliament are Members of the Governing Body of the DRDAs and are associated with policy and implementation of the Rural Development Projects, including the Indira Awaas Yojana. They are also Members of the Vigilance & Monitoring Committees.
