Question : Cancellation of licenses of NGOs

(a) the details of the number of licenses of Non-Governmental Organizations (NGOs) cancelled by the Ministry during each of the last two years as well as the
basis for the cancellation thereof;

(b) the total number of NGOs whose license renewal are under review;

(c) whether the Government proposes to bring in any guidelines/regulations to check embezzlement of the public funds by the NGOs and if so, the details thereof;

(d) whether the Government has any proposal to create other sources of funds for the NGOs, as certain NGOs, whose licenses have been cancelled were working for the welfare of HIV patients, victims of human trafficking, orphaned children, dalits as well as victims of riots; and

(e) if so, the details thereof?

(a) to (e): The MHA does not issue licenses to any Non-Governmental Organisations (NGOs).
However, the MHA regulates the receipt and utilization of foreign contribution through The Foreign Contribution (Regulation) Act, (FCRA) 2010. Under this Act, ministry grants registration certificates to the associations/NGOs to receive and utilize foreign contribution. Registration certificates of 1,808 associations/NGOs have been cancelled during the last two years because of

violations of the provisions of the FCRA, 2010. Certificates of two (2) associations/NGOs were cancelled on their request. Details of such cancellations are available on the FCRA portal www.fcraonline.nic.in As on 29.01.2020, 632 applications seeking renewal of registration certificate are under process. Under FCRA, 2010 utilization of only foreign contribution is regulated. It is being done as per law.
