Question : Emergency COVID Response Plans-II

(a) whether the Government has reviewed the operationalisation status of Ayushman Bharat Health and Wellness Centres (HWCs), tele-consultation services, and physical and financial progress made under Emergency COVID Response Plans-II (ECRP-II) and the Prime Minister’s AtmanirbharSwasth Bharat Yojana;

(b) if so, the details thereof;

(c) the details of services provided/being provided at HWCs, Sub Health Centres (SHCs) and Primary Health Centes (PHCs) along with the manner in which the Government proposes to facilitate the delivery of these services at respective health centres;

(d) the funds released by the government to various states under ECRP-II and status of utilization of the funds by each State/UT for strengthening healthcare infrastructure till date, State/UT-wise; and

(e) whether the Government proposes to revise the procedure for releasing funds to the States/UTs under the said programme and if so, the details thereof?

(a) & (b): “Public Health and Hospitals” is a State subject, hence, the primary responsibility of strengthening public healthcare system and implementation of Ayushman Bharat-Health and Wellness Centres (AB-HWCs), tele-consultation services, Emergency COVID Response Plans-II (ECRP-II) and the Prime Minister’s AtmanirbharSwasth Bharat Yojana (renamed as Prime Minister-Ayushman Bharat Health Infrastructure Mission) lies with the respective State Governments.
The Ministry of Health and Family Welfare provides technical and financial support to the States/UTs to strengthen the public healthcare system.
Review meetings are held for implementation and operationalization of these Health Programmes/ Schemes at various levels in the Ministry of Health and Family Welfare with States/ UTs.
As per the budget announcement 2017-18, there is target for the operationalization of 1.5 lakh Sub-Health Centres (SHCs) and Primary Health Centres (PHCs- Rural & Urban) as Ayushman Bharat-Health and Wellness Centres (AB-HWCs) by December, 2022.
The AB-HWC portal is used by the States/UTs to report the progress of operationalization.
Based on the progress reported in the AB-HWC portal by the States/UTs, against the target of 1,10,000 HWC operationalization by March 2022, 1,12,843 HWCs have been operationalized.
For ECRP-II, physical progress in terms of work are reviewed against the works sanctioned. Financial progress in term of release of funds under central and state share and Utilization Certificates is reviewed.
(c): To achieve promotive, preventive, curative, palliative and rehabilitative aspects of Universal Health Coverage, Ayushman Bharat- Health and Wellness Centres (AB-HWCs) aims to deliver Comprehensive Primary Health Care (CPHC)including both maternal and child health services and non-communicable diseases as well as free essential drugs and diagnostic services which is universal, free, and close to the community. The primary healthcare team at AB-HWC led by Community Health Officer/Medical Officer ensure the delivery of services at Sub-Health/Primary Health Centre through provision of drugs & diagnostics, Teleconsultation& Continuum of Care, Infrastructure augmentation, Community mobilization & Health promotion, IT system etc.
(d) & (e): Under the “India Covid-19 Emergency Response and Health Systems Preparedness Package - Phase-II” (ECRP-II), Rs. 12,741.19 Crore have been centrally allocated to the States/UTs. Details of Central Allocation as well as State/UT wise Release and Expenditure under India COVID-19 Emergency Response and Health System Preparedness Package-Phase II (ECRP-II) through NHM is given at Annexure-I.
There is no proposal to revise the procedure for releasing funds to the states/UTs under ECRP-II.
