Question : Linking of Aadhaar Data

(a) whether the Government has any proposal to link AADHAAR with caste and domicile certificates including for SC/ ST students, SC/ST beneficiaries for scholarships, data on women and children suffering from malnutrition, religion data etc. and if so, the details thereof;

(b) whether the consent of the beneficiaries/affected persons would be
taken in this regard and if so, the details thereof;

(c) whether it is also proposed to utilise the Aadhaar data for tracking the effectiveness of nutrition programmes and if so, the details thereof;

(d) whether the Government has issued any directive to the States in this regard and if so, the reaction of the States thereto; and

(e) the agencies/bodies allowed to access Aadhaar data along with the firewalls/ safeguards to protect the data from unauthorized access?

(a) to (d): UIDAI issues Aadhaar to the residents of the country. Use of Aadhaar and its linking to various schemes/ services / programmes etc, for any purpose is decided by the concerned Ministries/ Departments administering these schemes/ services/ programmes.
Ministry of social Justice & Empowerment have advised the States/UTs to carry out Aadhar enrolment and seeding to bank accounts in respect of beneficiaries availing Schlorships under various schemes for Scheduled Caste (SC) beneficiaries. Aadhaar serves as an unique identifier in checking duplication and misuse of funds and malfeasance thereby ensuring that better coverage is given to deserving beneficiaries.
Ministry of Tribal Affairs has decided that from 2016-17 all scholarship will be disbursed through Direct Benefit Transfer(DBT) and National Scholarship Portal directly into Aadhar seeded Bank Account of Scheduled Tribe (ST) beneficiaries. Necessary advisories have been issued to States/UTs in this regard.

technology at the level of Anganwadi worker at village level and her supervisor under the World Bank assisted ICDS Systems Strengthening and Nutrition Improvement Project (ISSNIP). Aadhar Card would only be used with full consent of the card holder to identify the beneficiary for inidividualised tracking.
(e) Only authorised agencies have access to the UIDAI database i.e. the Central Identities Data Repository (CIDR), with safeguards that they can only access the part of the data which they are authorised to do so. Agencies authourized to use the authentication and/or e-KYC services of UIDAI transmit the authentication requests using secure applications through encryptyed channels to the CIDR. The CIDR, in turn, returns a response either in the form of a “Yes” or “No” or a digitally signed and encrypted e-KYC comprising of demographic data (Photograph, name. Gender, address etc.)
UIDAI has a well-defined end-to-end data security policy that addresses all aspects of data collection, data handling and data storage. UIDAI has also been awarded the ISO 27001 certificate, which is globally accepted as the highest standard for IT security. System under section 70 (1) of the Information Technology Act, 2000 w.e.f. 11 December 2015.
Moreover, the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (“Act”), has stringent provisions for data security and protection of information of Aadhaar number holders and ensures that the information in the possession or control of the Authority including the information stored in the CIDR is secured and protected and prescription of penalties for contraventions thereof.
