Question : VACANCIES RESERVED FOR SCS, STS AND OBCS



(a) whether the vacancies reserved for Scheduled Castes, Scheduled Tribes and OBCs remain unfilled in various PSUs under the control of the Ministry since 1997;

(b) if so, the reasons therefor, PSUs-wise; and

(c) the time by which the backlog of reserved vacancies is likely to be filled up?

THE MINISTER OF STATE IN THE MINISTRY OF POWER ( SHRIMATI JAYAWANTI MEHTA )

(a): Certain vacancies of Scheduled Castes/Scheduled Tribes (SC/ST) & Other Backward Classes (OBC) in the PSUs of the Ministry of Power remain unfilled since 1997.

(b): PSU wise reasons for vacancies reserved for SCs/STs & OBCs remaining unfilled are as under:-

1. NATIONAL THERMAL POWER CORPORATION

Due to non-availability of suitable candidates having requisite skill/experience/qualification etc., suiting the requirements and surplus manpower on account of power stations taken over by NTPC in UP and Orissa.

2. NATIONAL HYDRO ELECTRIC POWER CORPORATION

Due to non-availability of suitable candidates belonging to SC/ST & OBC and non joining of the candidates to whom offers were issued. -

3. NATHPA JHAKRI POWER CORPORATION

Due to Government`s directives regarding 50% ceiling on filling the reserved posts (backlog + current) the vacancies reserved for SC/ST & OBC could not be fully filled up so far. Fresh recruitment in the organization is very few and limited to very critical areas. Non-availability of suitable SCs/STs & OBCs candidates and non-joining of candidates to whom offers were issued.

4. TEHRI HYDRO DEVELOPMENT CORPORATION

Continuous pressure for employment from Project Affected Persons whose lands had been acquired for construction of the project.

5. POWER FINANCE CORPORATION

Non-availability of suitable reserved candidates. Due to Government`s directives regarding 50% ceiling on filling the reserved posts (backlog + current), the vacancies reserved for SC/ST & OBC could not be fully filled up so far.

6. RURAL ELECTRIFICAITON CORPORATION

No recruitment in the Corporation since 1986 in Group B, C and D except a few appointments on compassionate grounds. No suitable OBC candidate could be found for Group A post.

7. POWER GRID CORPORATION

Inadequate response from SC/ST & OBC candidates. Non-availability of adequate no. of candidates fulfilling the criteria. Backlog carried forward due to mass transfer, absorption of employees from other organization viz., NTPC, NHPC, NEEPCO, NLC etc. in Powergrid.

8. NORTH EASTERN ELECTRIC POWER CORPORATION

The project officers of the Corporation are located in the seven states of North Eastern Region and in some of the states almost 90% of the population is from ST category. Therefore, some posts reserved for SCs and OBCs remain unfilled.

(c): Concerted efforts are being made to clear the backlog of reserved vacancies. In the light of the removal of 50% restriction on the backlog of vacancies reserved for SC/ST & OBC vide DOP&T`s O.M.No. 36012/5/97- Estt(Res.) Vol.II dated 20.7.2000, it is expected that the process of clearing backlog in reserved vacancies will be accelerated.
