Question : Job Opportunities in Textile Sector

(a) the number of jobs created in the textile sector during each of the last three years including the rural areas;

(b) whether the Government has assessed the potential to create jobs in the textile sector in the rural India;

(c) if so, the details thereof along with the steps taken by the Union Government in this regard including branding the Indian cotton against the international brands;

(d) whether textile sector is a driving force behind Skill India and Make in India initiatives; and

(e) if so, the steps taken or proposed to be taken by the Government to harness the textile sector in order to create direct jobs, particularly in rural areas of the country?

STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO. *72 FOR ANSWER ON 03.12.2015 BY SHRI ANANDRAO ADSUL AND SHRI DHARMENDRA YADAV REGARDING ‘JOB OPPORTUNITIES IN TEXTILE SECTOR’.

(a) to (e): The textile sector comprises of two broad segments namely viz. handloom/handicraft, sericulture, jute, wool etc. in the unorganized sector and the cotton and man-made fibre based organized sector comprising of ginning, spinning, weaving, processing, apparel garment-fashion. A number of programmes and schemes are being implementing by the Ministry for creation of employment in these schemes. So far as the rural sector is concerned, efforts are being made for strengthening the handloom/handicraft, silk, jute, wool schemes by providing required assistance under a number of ongoing schemes. The integrated skill development scheme is being implemented for provision of skills as per the requirement of the industry.

As per the assessment made by the Working Group for the 12th five year plan (2012-17), generation of 121.20 million jobs were projected by the year 2017. As per available information the employment generated during last 3 years is as follows:

No separate data is maintained on generation of employment in the unorganized sector and in the rural areas.

In order to generate employment opportunities and to facilitate development of various segments of the Textile Industry, Government has taken policy initiatives and has launched various schemes. These include Technology Upgradation Fund Scheme (TUFS), Scheme for Integrated Textile Parks (SITP), Scheme for the Development of Powerloom Sector, National Handloom Development Programme (NHDP), Reform and Restructuring (RRR) package for Handloom, etc. These schemes have facilitated setting up of new units as well as expansion of the existing units in various segments of the textile industry generating employment opportunities on a substantial scale. Further, these initiatives aim at supporting the textile industry for functioning in the prevailing competitive environment globally. At present, there is no proposal for branding of Indian cotton.

Assistance for skill development in the textile sector is provided under the Integrated Skill Development Scheme (ISDS). The Textile Ministry is implementing the Scheme in order to address the requirement of trained manpower in the textile industry. Under the Scheme a total of 4,75,372 persons have been trained as on 30th November, 2015. Further, under the Scheme for Integrated Textile Parks (SITP) infrastructure is set up to enable entrepreneurs to set up textile industry. Further, steps are being taken in consultation with the State Governments for promotion of textiles units under the Skill India and Make in India initiatives by providing required assistance under the ongoing schemes mentioned above.
