Question : Purchase of Drugs under CGHS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the provision of making indent for local purchase of medicines is being allowed in various units of Central Government Health Scheme (CGHS) i.e. Allopathy, Ayurveda, Homoeopathy and Unani etc. and if so, the details thereof;

(b) whether there is no provision for making indent for local purchase of medicines in CGHS Siddha Unit, if so, the details thereof and the reasons therefor;

(c) whether the Union Government has any proposal to include special provision to make indent for local purchase in CGHS Siddha Unit, if so, the details thereof and if not, the reasons therefor;
and

(d) whether CGHS Ayurvedic dispensaries are not stocking essential medicines like S-compound, Rumasyl oil, etc., including dispensary in North Avenue and if so, the reasons therefor?

(a): Yes; there is provision for indenting Allopathic medicines through Authorized Local Chemist (ALC) in all CGHS Cities. There is provision for indent of Ayurvedic, Homoeopathic and Unani Medicines in Delhi-NCR through Authorized Local Chemists. In other CGHS cities, the beneficiaries are allowed to purchase medicines by CGHS Doctors. The serving beneficiaries submit claims to their Departments while the claims of pensioner are reimbursed by the Additional Director, CGHS.

(b) & (c): At present, there is no provision for indent of Siddha medicines at CGHS dispensary level as no Authorized Local Chemist is available for Siddha medicines. In case any medicine is not available it is procured locally by the Additional Director of the concerned CGHS City, for supply to the beneficiary.

(d): Unlike Allopathic medicines, there is no list of essential medicines under Ayurveda and these medicines are procured against individual prescriptions.
