(a) Jammu and Srinagar were selected to be developed as Smart Cities under the Smart Cities Mission (SCM) in Round-3 of selection process in June, 2017. Special Purpose Vehicles (SPVs) have been formed in both the Smart Cities and implementation status of
projects is given below.

(b) & (c): Urban transport is an integral part of urban development, which is a State subject. Therefore, the proposals for urban transport including development of Metro Rail are prepared by concerned State Government/Union Territory and submitted to Government of India for Central Financial Assistance. No proposal for development of Metro Rail in Jammu & Kashmir has been received in this Ministry.
