Question : CONSTRUCTION OF ROADS UNDER PHASE III OF PMGSY IN BIHAR



(a) the details of total length of roads sanctioned for construction in Bihar under Phase-III of Pradhan Mantri Gram Sadak Yojana (PMGSY) and the name of central agencies which were entrusted the work of constructing those roads;

(b) whether the speed of road construction is very slow and if so, the details of roads constructed so far by each of these agencies;

(c) the measures taken to ensure timely completion of roads; and

(d) whether the quality of the roads constructed by these agencies is inferior and if so, the action taken in the matter alongwith the steps taken to ensure construction of good quality roads?

(a) In addition to Pradhan Mantri Gram Sadak Yojana (PMGSY) road projects being implemented by the State Government, five central agencies namely Central Public Works Department, M/s IRCON International Limited, M/s National Building Construction Corporation Limited, M/s National Hydroelectric Power Corporation Limited & M/s National Project Construction Corporation Limited have also been engaged for the implementation of the programme in Bihar. So far, 18,903.27 km. road length have been cleared for implementation through central agencies under PMGSY in Bihar.

(b) The details of road length constructed by Central Agencies in Bihar upto January, 2010 are as under:-

(c) Central Agencies engaged for implementation of PMGSY road projects have been requested to enhance their institutional capacity for completion of projects within the prescribed time period. Further, the implementation of the programme is being regularly reviewed.

(d) More intense and rigorous monitoring at all levels is being carried out to ensure quality of roads taken up under PMGSY. National Quality Monitors (NQMs) are deputed by the Ministry for random inspection of PMGSY road projects. If any work is reported as `unsatisfactory` by NQMs on inspection, then the States are required to rectify the work and furnish Action Taken Reports (ATRs). Close monitoring of submission of ATRs is carried out by the Ministry.
