Question : Shortage of Fodder

a) whether there is acute shortage of fodder and water in various drought affected States causing death of cattles, if so, the details thereof;

b) whether the Government has started additional fodder development programmes to mitigate adverse impacts of drought in the affected States;

c) if so, details thereof including the number of farmers who has received the assistance under the said programme so far State/UT wise, including Uttar Pradesh;

d) the total amount of funds allocated and utilised so far for the said programme, State-wise including Uttar Pradesh; and

e) whether the livestock fodder depots have been built villages under the said programme; if so, the details thereof?

(a) As per Indian Council of Agricultural Research (ICAR) Jhansi based Indian Grassland and Fodder Research Institute(IGFRI) vision-2050 document, at present in the country, there is an estimated deficit of 35.6% green fodder (supply of 526 MT against demand of 817 MT) and 11.0% of dry forage (supply of 453 MT against demand of 509 MT).

(b) to (e) Additional Fodder Development Programme (AFDP) as a sub-scheme of Rashtriya Krishi Vikas Yojna (RKVY) of Department of Agriculture, Co-operation and Farmers Welfare is being implemented to mitigate the adverse impacts of drought in drought affected States from 2014-15 which is continuing during the current year 2016-17 with a budgetary allocation of Rs.100 crores.
