Question : EMPLOYMENT GENERATION



(a) whether the Government propose to give new thrust to employment generation and poverty alleviation programmes in the light of recently brought out Bankgkok declaration of the UNCTAD; and

(b) if so, the details of the schemes, allocation of funds and ways and means to generate fund in this regard; State-wise?

(a)&(b): As seen from the Plan of Action Report on UNCTAD obtained from Ministry of Commerce, the UNCTAD declaration is primarily related to trade and development. It does not highlight any specific new thrust in the area of poverty alleviation. There mention of poverty alleviation in the concluding para as follows:

`The Conference has brought together development partners to propose practical and meaningful solutions. It has inspired reasons for hope in the possibility of creating a fairer and better world economic system, alleviating poverty, redressing imbalance, and improving the protections of our environment, as well as offering all people security and growing opportunities to raise their standards of living and lead a full and meaningful life....`

Government of India is presently implementing a centrally sponsored scheme on Poverty Alleviation with effect from 1.12.97 viz. Swarna Jayanti Shahari Rojgar Yojana (SJSRY) with the primary aim of providing gainful employment to urban unemployed or under-employed poor through encouraging the setting up of self-employment ventures or provision of wage employment by utilising their labour for construction of socially and economically useful public assets. Statement indicating allocation of funds, State-wise, under the scheme during the current year (1999-2000) is annexed as Annexure-I. No funds are being generated under the scheme.
