Question : Revamp of PMKVY

(a) whether it is a fact that the Government is planning to revamp its skill framework, including more targeted PMKVY and setting up of a dedicated National Institute of Skill Development (NIOSD) to centralise skill training and funding, if so the details thereof;

(b) whether it is a fact that the Government is looking to enhance the role of “Sector Skills Councils’’ to assess the demand generation in the informal sector; if so the details thereof;

(c) whether the Government has identified the States where National Institute of Skill Development and Entrepreneurship will be opened, if so, the details thereof; and

(d) if not, the requirement/guidelines of opening of NIOSD?

Answer given by the minister

(a), (c) and (d) The PMKVY 2.0 (2016-20) is coming to an end on 31st March, 2021, and Government is examining the next version of PMKVY taking into account the lessons learnt during implementation of PMKVY 2.0. There is no proposal under examination of the Ministry for setting up a National Institute of Skill Development.

(b) Yes Sir, Sector Skill Councils (SSCs) have been encouraged to assess the demand generation not only for formal sector but also for informal sector. For this SSCs carries out periodical demand-supply gap analysis and also engages with the industry and industry associations in this sector. Further, National Skill Development Corporation (NSDC) has launched ASEEM (Aatmanirbhar Skilled Employee Employer Mapping) portal which is a directory of all skilled personnel in the country available to industry for recruitment. This portal also helps in identifying industry wise demand.
