Question : Schemes Linked with Aadhaar

(a) whether the targets set for issuance of Aadhaar card by Unique Identification Authority of India(UIDAI) have been achieved so far;
(b) if so, the details thereof alongwith funds earmarked and spent for the purpose including the total number of people issued the same, State/UT-wise including Jharkhand and Gujarat;
(c) whether many of the States are lagging behind in the implementation of the project, if so, the details thereof and the reasons therefore including the number of applicants yet to be issued Aadhaar cards as on date along with the time by which the said cards are likely to be issued, State/UT-wise including Jharkhand and Gujarat;
(d) whether the Government proposes to make Aadhaar Card mandatory to accurately identify beneficiaries for various welfare schemes, if so, the details thereof along with the details of social welfare schemes linked/to be linked with Aadhaar Card; and
(e) the other steps taken/being taken by the Government to ensure availability of all the welfare schemes to the real beneficiaries?

Answer given by the minister

(a), (b) and (c): Enrolment for Aadhaar is voluntary and is an on-going activity. A target of achieving universal enrolment is being pursued. The status of Aadhaar generation State/UT wise as on 10.12.2015, vis-à-vis population as per 2011 census is given in Annexure 1. Total approved outlay of the UID scheme is Rs.13663.22 crore and total expenditure incurred since inception upto 30.11.2015 is Rs.6991.79 crore.

(d): As per the extant orders of Hon’ble Supreme Court, the production of an Aadhaar Card will not be a condition for obtaining any benefits otherwise due to a citizen.

(e): All Ministries/Departments implementing welfare schemes are taking various steps including periodical monitoring, auditing of accounts and using e-governance based services to enhance the targeting of benefits to real beneficiaries.
