Question : Implementation of Schemes at Panchayat Level in Maharashtra

(a) the details of funds allocated by the Union Government to the State Government of Maharashtra for development of the rural areas along with the amount of funds utilized in this regard so far, district-wise during each of the last five years and the details of the works on which the said funds have been spent;

(b) the details of the schemes being implemented at panchayat level in the State of Maharashtra particularlyin Yavatmal-Washim, Ramtek and Parbhani constituencies at present;

(c) the amount of funds allocated and utilized in thisregard so far;

(d) whether any irregularities in the implementationof Government schemes have been reported at panchayatlevel particularly in rural areas of Marathwada and Vidarbha districts of the State of Maharashtra havecome to the notice of the Government; and

(e) the details of measures taken by the Government to remove the said irregularities?

(a) to (c) Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhayay – Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), National Social Assistance Programme (NSAP) and Shyama Prasad Mukherji Rurban Mission (SPMRM) are the main programmes/ schemes being implemented by the Department of Rural Development (DoRD), Ministry of Rural Development (MoRD) in rural areas. All these schemes are being implemented in the State of Maharashtra including Yavatmal-Washim, Ramtek and Parbhani Parliamentary constituencies. The district-wise details of funds allocated by the Central Government to the State Governments for the purpose of rural development during each of the last five years and the works on which these funds have been spent are given at Annexure-I.

Department of Land Resources (DoLR), Ministry of Rural Development (MoRD) is implementing Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) since 2015-16. The project period of WDC-PMKSY got over on 31.03.2021. However, the Department has extended the period for projects under Batches of IV and V till September, 2021. The district-wise details (including Yavatmal, Wasim, Ramtek and Parbhani) of projects sanctioned in Maharashtra under the scheme are attached at Annexure-II.

The Ministry of Panchayati Raj (MoPR) is also implementing Incentivisation of Panchayats (IoP) under Rashtriya Gram Swaraj Abhiyan (RGSA) in all States including the State of Maharashtra. The district wise details of funds released & utilized in the State of Maharashtra including in Yavatmal, Wasim, Ramtek and Parbhani under Incentivization of Panchayats Scheme in last five years is given at Annexure-III.

(d) & (e) The Department of Rural Development (DoRD), Ministry of Rural Development (MoRD) accords emphasis on proper implementation of all its rural development schemes. In order to ensure that the programme benefits reach the rural poor, the Ministry has evolved a comprehensive multi-level and multi-format system of monitoring and evaluation of the implementation of rural development programmes, including Performance Review Committee Meetings, District Development Co-ordination and Monitoring Committee (“DISHA”) meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Concurrent Evaluation and Impact Assessment Studies. Social Audits are also conducted by some Schemes like Mahatma Gandhi NREGS, PMAY-G. Third-Party evaluation of the Schemes is also carried out regularly and actions, as appropriate, are taken on the findings. The Department allows for registering complaint through various forums viz., CPGRAMS, written complaints etc. The complaints received in the Department are forwarded to the concerned State Government /Union Territory for taking appropriate action including investigation. State Governments are responsible for the disposal of complaints on irregularities reported, in a time bound manner.

In addition to above, steps have also been taken to strengthen transparency and accountability using IT systems which include geo-tagging of assets, Direct Benefit Transfer (DBT), National electronic Fund Management System (Ne-FMS), Aadhaar Based Payment System (ABPS), Software for Estimate Calculation using Rural rates for Employment (SECURE) and establishment of independent social audit units and appointment of Ombudsman. State specific reviews of States/UTs are also undertaken from time to time.

The details of the complaints/ grievances and its status in the implementation of the schemes of DoRD in rural areas of Marathwada and Vidarbha regions of the state of Maharashtra are at Annexure-IV.

The Department of Land Resources (DoLR), Ministry of Rural Development has informed that no irregularities have been reported with respect to the implementation of their schemes in the State of Maharashtra.
