Question : ESI Hospitals at Pandu Nagar, Kanpur

(a)whether the Government had ever constituted a Committee of experts in respect of the Employees’ State Insurance (ESI) Hospital at Pandu Nagar, Kanpur for exploring the possibility of handing over the constructed skeleton structure of buildings for Dental College with equipment worth crores of rupees which were procured and lying unutilized at the site or its utilization for SST services etc.;
(b)if so, whether the Government has received the recommendations of the said committee;
(c)the details of the major recommendations made by the committee;
(d)whether the Government has considered the recommendations made by the committee; and
(e)if so, the time by which the Government will take further steps with regard to ESI Hospital, Pandu Nagar, Kanpur?

(a) to (e): The Employees’ State Insurance Corporation (ESIC) had constituted a Committee for examining the issues pertaining to ESIC hospital, Pandu Nagar, Kanpur. The report of the Committee submitted to the ESIC, contains the following major recommendations:

i. The constructed structure for Dental College and the equipment available on site may be considered for handing over to the State Government on ‘as is where is basis’ in case a formal proposal is received from the State Government;
ii. The ESIC may follow up with the State Government on the earlier proposal for swapping of ESIS hospital, Pandu Nagar with ESIC hospital, Jajmau; and
iii. In case either of the two options do not work out by 31.03.2021, then feasibility of opening a Nursing Institute in PPP Model or otherwise may be examined.
Based on the recommendations of the Committee, the ESIC has approached the State Government of Uttar Pradesh to give its consent inter-alia for utilization of the infrastructure.
