Question : TRANSFER POLICY IN D.G.Q.A.



(a) whether several senior officers at D.G.Q.A. are continuing there despite the completion of their tenure long back and even after the promotion;

(b) if so, the reasons therefor; and

(c) the details of policy laid down for the promotions and transfers of senior officers of D.G.Q.A.?

(a) & (b): Excepting four senior Service officers of the rank of Brigadier and above, who are liable and can be transferred, no officer either Service or civilian is kept at the same station. The four Service officers are being continued in the same station despite completion of their tenure because of exigencies of service.

(c) The promotion of Service officers is governed by Special Army Instructions and those of Defence Quality Assurance Service by DQAS Rules, 1979. Officers who have put in prescribed years of service and are eligible for consideration for promotion are considered by the Quality Assurance Selection Board in the case of Service officers, and by a Departmental Promotion Committee headed by a member of the UPSC in the case of civilian officers. For promotion to the post of DGQA the Committee is different. The transfer of senior officers is governed by the Rotational Transfer Policy which was last promulgated in October, 1999. The policy provides for a normal tenure of Heads of Establishments of 3 years, and 5 years for others; extension or curtailment in the organisational interest; and incorporates the instructions of Department of Personnel & Training which are of general applicability. Individual needs including career management are also considered subject to overall organisational interest.
